s FRSC introduces e-ticketing for traffic offence

The Federal Road Safety
Commission (FRSC) in partnership with
the United Bank for Africa (UBA), on
Tuesday, inaugurated e-ticketing to
facilitate easy booking of motorists for
road traffic offences.
Speaking at the inauguration, Mr Osita
Chidoka, the Corps Marshal of the FRSC,
said the bank had donated the first set
of 60 hand-held devices for the e-
ticketing.
According to him, 10 other devices have
been donated by another bank for the
programme.
Chidoka said the e-ticketing would
initially take off as a pilot scheme in
Lagos, Rivers and the Federal Capital
Territory (FCT).
He said that with the introduction of the
system, the FRSC would gradually move
away from the conventional method of
booking traffic offenders, which he
described as obsolete and time-
consuming.
The corps marshal said the new system
would enable the FRSC to track habitual
offenders, improve data management
and reduce time spent in booking
offenders.
"It will also enhance the capacity of the
FRSC to confront road traffic offenders,''
he added.
He said the commission was in
partnership with UBA in sensitising
motorists to the dangers of receiving or
making phone calls and sending
messages while driving.
Mr Kennedy Uzoka, the Deputy Managing
Director of UBA, said that the bank was
ready to work with the FRSC to save
lives.
"We have been looking for partners to
save lives and we found the FRSC; we
chose the FRSC because of its impact at
the national level.
"We can use technology to change the
way people behave but texting while
driving is very dangerous," he said.
In an interview with newsmen, Prof.
Robert Boroffice, the Chairman, Senate
Committee on Science and Technology,
urged motorists to desist from using the
phone while driving as the habit was a
major cause of road accidents.
"If you take the statistics of lives and
property lost on the road you will find
out that the number is even more than
the number of lives lost through AIDs
and other pandemic diseases,'' he said.
Boroffice commended the FRSC for
introducing the e-ticketing, saying it is in
line with the cashless policy of the
present administration.
"The system will also reduce fraud, so
the issue of somebody shortchanging
the Federal Government or the FRSC does
not arise. It is a good initiative.'' (NAN)

Offor donates $1m to Rotary’s polio eradication

In his committed effort to join in the
total eradication of Polio globally,
especially in Nigeria, the Executive Vice
Chairman of the Chrome Group, Sir.
Emeka Offor yesterday at the ongoing
2013 Rotary International Convention
in Lisbon, Portugal announced
additional donation of $1 million to
Rotary International.
Currently, Nigeria , Pakistan and
Afghanistan are the countries where
the wild polio virus has never been
stopped.In his presentation yesterday during a
PolioPlus workshop, at the convention,
he told the gathering that a defining
moment for him was when he received
confirmation from Rotary that his initial
$250,000 contribution to PolioPlus was
used immediately in the campaign to
eradicate the terrible disease.
"In Nigeria, we have lost friends to polio
and other dreaded diseases. But polio
should have no place in our world.
Therefore, today I am giving an
additional $1 million to PolioPlus.
"I hope that my giving will inspire
others, with means far greater than
mine, to join the fight to end polio in
Nigeria. Polio can be eradicated in my
country, in my life time, and it will be.
"It is my deepest hope that my financial
contribution and my work with the
Rotary leadership in Nigeria will inspire
all Nigerians to work together to bring
about the final, permanent, and
irreversible eradication of polio"
Offor who is committed to the global
campaign to end Polio especially in
Nigeria while making the announcement
noted that many countries have
prevailed in eradicating polio, adding
that this terrible disease still exists in
Nigeria.
Since the inception of PolioPlus, he
informed that Rotarians have
contributed more than $160 million to
eradication activities in Nigeria.
These funds, he said have supported the
work of our partners, the World Health
Organization and UNICEF in Nigeria.
The gifts, according to him, have also
supported Rotarian volunteers working
to immunize and to raise awareness of
the eradication initiative throughout the
country.
Last December, he said that a team of
Indian Rotarian doctors and volunteers
came to Abuja to carry out nearly 400
surgeries on children with polio, giving
them greater comfort, mobility, and life
opportunities.
"We are utilizing a Rotary model that
was effectively used in India to help
dispel myths and fallacies surrounding
immunizations in the remaining pockets
of those communities where resistance
is evident" he said.
He said that he would further use his
strong friendship with the Nigerian
government to support the eradication
of polio in the country.
"I come from humble beginnings.
Today I have ties all over the world. I
have the ability to help others escape
the poverty and deprivation that I
experienced. This goal drives me each
and every day.
"Considerable effort is being made to
eradicate polio in Nigeria, but at times
progress is slow. In 2011, we had 62
documented cases of polio. In 2012,
that number increased to 122. This year
26 cases have been documented so far.
"The Global Polio Eradication Initiative
has a target date of 2018 for the total
eradication of polio, and we Rotarians
must do all that we can to make that
goal a reality.
"For some time now, we have had
security challenges in parts of
northeastern Nigeria. This state of
affairs has bred widespread public
safety and security concerns
throughout the entire Northern region
and beyond. This environment has
further complicated implementation of
public health activities, including the
campaign to eradicate polio" he said.
Offor who is Aks Foundation Circle
member, Rotary Foundation of Rotary
International said that there still exists a
high level of suspicion about
immunizations, particularly in the north
part of Nigeria.
"Several immunization campaigns for
other diseases in the past, according to
him went badly and caused great harm
to children in some communities.
"This history is a major obstacle to our
efforts to totally eradicate polio today.
Many parents simply refuse
immunizations for their children
because they fear that some evil
motives are at play or even fear
perceived bad side effects.
"An additional problem is reaching the
nomadic and remote populations that
are often strongholds for the disease.
Even in the best of times, Government
capacity to reach these "hidden
populations" is severely limited.
"So with this high-powered support,
when Trustee Chair Wilkinson asked me
to join the Fundraising arm of the
National PolioPlus Committee for Nigeria,
I readily agreed." he explained.
With optimism, he said that Rotary can
continue to encourage Nigeria´s leaders
at all levels to provide critical support for
the polio immunization teams.
According to Offor who is passionate
about empowerment , the National
Emergency Action Plan that has been
established by the government will
continue to play an important role in our
success.
"However, we still have work to do. We
must educate community, political,
religious, and civic leaders on the
importance of this initiative. Their
relevance should not be
underestimated.
"Rotarians in Nigeria are committed to
utilizing our more than 6,000 member
network to support the program." , the
Executive Vice Chairman of the Chrome
Group said.

2 dead as trailler rams into building

A truck rammed into a
building along Airport Road, Igwuruta,
Rivers State Tuesday leaving two dead
and one wounded.
The dead include driver of the trailer
number plated RIVERS A 630 KNK and an
occupant of the building he crashed
into.
The vehicle loaded with pipes was said
to be coming from Owerre and heading
for Port Harcourt when it lost control at
Igwuruta and rammed into the building.
Margret Amadi, an occupant of the hit
building who survived the accident said,
"I am a stylist.
I was working with three colleagues
when we heard a loud sound. We all
fainted and regained consciousness to
realize the building had collapsed on us
from the impact. We survived but one
neighbour was not so lucky"
Another occupant of the building who
runs a bear pallor claimed losing over
million naira worth of goods damaged
over the accident, but angry Chukwuma
who owns an electronic shop in same
building declined comments "Until the
truck owner surfaces."
A youth leader in the community,
Johnson Chiwendu said, "We have to
take drastic action against truck drivers
plying this road. Last time it was a
Dangote truck crashing into a building
and killing two too. It is one truck
crashing into living homes to many."

Police parade 16 pregnant women from another baby factory in Abia

The State Security Service (SSS) in Abia State paraded 16 ladies aged between 17 and 37 in a baby factory yesterday where they were waiting to deliver and sell their children to prospective buyers.

Senate, N4b First Ladies’ Project

THE Senate in dismissing the N4 billion
that was proposed as First Ladies'
Mission House, a project that Mrs
Patience Jonathan, the President's wife
was promoting, was so polite it missed
an opportunity to make a point the
growing appetite for opportunism.
Mrs Jonathan wanted a facility for
activities of African first ladies. It was
her pet project, a private venture, under
a non-governmental organisation she
runs.
How did the concerns of a private
organisation become an item in the
budget of the Federal Capital Territory,
FCT? What gave the authorities of the
FCT the audacity to imagine they could
expend N4 billion of public funds on a
private facility?
We find the FCT's effrontery terrifying. If
the amount was not big to draw
attention, would it have passed? If it
was concealed on a less prominent
heading would the Senate have noticed?
Who initiated the inclusion of the project
in the budget? Does the Senate not think
it should investigate the attempt to
mismanage public funds?
The proposed N4 billion expenditure
would have been only 1.14 per cent of
the FCT's N350.73bn budget which the
Senate passed, but that is beside the
point. Whether it was N1 or N1 billion,
public funds should be used for public
projects and for the benefit of the
public.
Appropriateness of the proposed
expenditure had been an issue since last
February when the FCT presented the
budget to the National Assembly.
Various civil society groups, political
parties and the public were against the
project. Their argument was simple – it
was a private project.
Chairman, Senate Committee on FCT,
Senator Smart Adeyemi, said "It is
worthy of note that the proposed
appropriation for the construction of
building for the African First Ladies'
Peace Mission house has been
distributed to meet pressing needs in
the area of engineering and satellite
towns." He failed to mention that public
opinion counted in that decision.
Abuja is decaying, but like the President
of the Senate, David Mark said, the
authorities tend to see the dilapidation
in physical terms, not in the lives of
people, especially outside the developed
municipality.
"There is a lot of traffic congestion. The
streets are not being kept in very good
condition; the gardens and the lawns
are not being maintained; I think there
are a lot of areas where the city has to
work very well," Mark said at the
session.
Water, electricity, transportation, roads,
housing, hospitals, schools are in
shambles in FCT, in areas without lawns,
streets or gardens. The saved N4 billion
should be used to improve the lives of
ordinary people. Governments are about
the welfare of the people, ordinary
people too, not just projects.

Grandson takes up Mandela challenge to serve

Nelson Mandela's grandson
Mandla wanted to be a disc jockey but
his illustrious grandfather had other
ideas for him — passing down a lesson
on the responsibility that South Africa's
most famous surname carries.
The anti-apartheid hero chose his 38-
year-old grandson as the first Mandela
in decades to be chief of his rural
birthplace Mvezo in the Eastern Cape six
years ago.
"My grandfather has always been my
role model. He's an inspiration to the
work I do today," Mandela, whose father
was Makgatho from the hero's first
marriage, told AFP.
As his 94-year-old grandfather battles a
lung infection in hospital, he admitted it
had "not at all" been easy trying to
match up to the man who became South
Africa's first black president.
"He's a global icon but I feel that as
members of the family, the small things
that we do as individuals, as a collective
can one day amount to the dynamic
person my grandfather became," he
said.
"South Africa, and even the Mandelas
themselves, I believe will never produce
another Nelson Mandela but we can
always strive to embrace him, his
principles and values."
Lying on the winding Mbashe river
where fiery aloes bloom and livestock
wander, Mvezo is scenic but deeply
impoverished.
There is no clean drinking water or
sanitation in the village's humble homes,
many built of mud, or even a health
clinic.
Born here in 1918, Mandela's father was
stripped of the Mvezo chieftancy by a
colonial magistrate and he spent his
early years in nearby Qunu village.
"We are very much as a family intrigued
as to the place he comes from, how he
emerged and the dynamic person that
he became," said Mandela.
"And I think for future generations of
the Mandelas, we should always look to
our place of our origin and draw
strength from that."
While Mandela was serving a 27-year jail
term, his grandson was born in Soweto,
a flashpoint of the anti-apartheid
struggle far from the rural hinterland
where his grandfather was born.
As a music loving high-schooler, he
dreamed of becoming a DJ.
Mandela's response? "Nonsense, no
Mandela will ever become such. You
need to go out and find a career," he
enacted, mimicking his grandfather's
waving finger.
"My grandfather has really been the
driver behind the person that I needed
to be and the anchor around that was
education," he said.
"He's always believed that education is a
weapon which one could utilise to
change the world so he ensured that we
got a good education so that we could
be of service to the people."
On his grandfather's wishes, he stopped
working to study further in his 20s in
the Eastern Cape.
At the time, he had two businesses and
diplomas in business management and
marketing under his belt. But his
grandfather had other plans for him.
He also spent time in Qunu — where his
grandfather built a house on his prison
release — which opened his eyes to the
poverty stalking rural South Africans.
"Upon my graduation my grandfather
said 'so are you still that eager
businessman you wanted to be?'. With
his sense of humour, he had seen that I
had changed and I had become more
community driven," said Mandela.
"And that's the lesson learned from my
grandfather: that Mandelas are
supposed to ensure that they are of
service to our people and I've taken that
role, starting here in Mvezo."
But the village "has just been an
opening of the doors", he says, having
followed his grandfather into politics.
He joined parliament in 2009 for the
ruling African National Congress, which
his grandfather led into power, a move
he initially resisted.
"Again I sought my grandfather's advice
and he said to me how you're not only
working for your community which is
our inheritance, that of Mvezo, but you
are able to work with the broader
society."
Mandla Mandela's time as chief has not
been without controversy.
His three marriages have fuelled
headlines of bigamy, outstanding
maintenance payments, and child
paternity questions, amid a land dispute
and the exhumation of Qunu family
graves for reburial in Mvezo.
Under him, signs of change include a
new brick-paved road which has
transformed the journey to the village.
A museum — currently comprising a
tiny outdoor display — is being
extended in an impressive complex with
the offices of the traditional council and
a conference centre.
A science and technology school, the
village's first high school, is also under
construction and tourist accommodation
is also on the cards
Mandela believes that his grandfather's
style of collective leadership was shaped
by his rural beginnings, in Mvezo and
elsewhere, where he learned some of
his earliest lessons.
"It's the birthplace of my grandfather
and this is where people will always
want to come and visit, because it has a
rich significance. There is no other
birthplace except Mvezo," he said.

Dr Samuel Ogbemudia,  a member of the Peoples Democratic Party (PDP) Board of Trustees, is an old war horse in politics. The time- two former governor of the old Bendel State has been abroad for medical check-up and broke his silence on political issues to Sunday Vanguard last Wednesday. While declaring the support of the leaders of the South-south for second term for President Goodluck Jonathan, the former military tactician explained why the North is not entitled to the presidency until 2027.
And contrary to the statement by the PDP that Governor Adams Oshiomhole begged to join the party prior to the 2007 and 2012 governorship election in Edo State, Ogbemudia disclosed how he led some PDP leaders to appeal to Oshiomhole to join the party, but the plea was turned down by the former labour leader. He spoke on other national issues.

Breaking news: Ukrainian plane detained in Kano

Security agents have detained an Ukrainian cargo plane at the Kano International Airport for carrying suspected military hardware.
Vanguard gathered that investigation is ongoing on the owners and the destination of the cargo.
This is coming few weeks after weapons believed to belong to Hezbollah was uncovered in a building belonging to a Lebanese businessman in Kano. The items recovered from the building include; 40 air-to-surface missiles, 50 cluster bombs, 200 rocket-propel launcher, eight AK-47 rifles, 200 military hand grenades, uncountable number of live ammunition and certain military hard wares deployed to destroy Armoured Personnel Carriers, APC.

Hospital discharges injured NANS official

Umuahia – The Federal Medical Centre, Umuahia, has discharged one of the four officials of the National Association of Nigerian Students (NANS) injured in an auto crash on Thursday.
Mr Michael Okereke, an Assistant Director, Accident Unit of the centre, told reporters on Saturday in Umuahia that the student was discharged after medical personnel certified him physically fit on Friday.
Nine officials of NANS on their way to University of Uyo, had a fatal accident at Ariam/Ndioro junction in Ikwuano area of Abia.
Five persons died in the accident which involved NANS mini bus and an articulated vehicle.
Okereke said three other injured students were responding to treatment, adding that medical officials at the centre were handling the situation.
He gave the assurance that the students would be discharged soon, adding that the management of the hospital was giving them special attention.
“The medical officials of FMC are putting in their best to ensure that all the injured students receive the best attention and I feel there is no cause for alarm because they are all responding to treatment,’’ Okereke said.
One of the students still receiving medical attention, who pleaded anonymity, commended those who rescued them and  management of FMC for their treatment.(NAN)

sports complex of the institution,the shooting is believed to be in retaliation for a previous killing at Osasogie
area close to the institution day before yesterday.

Gun shots were also heard close to the staff quarters of the Institution around 8pm on Friday. Our reporter gathered that the one shot in d head was the inside school sport complex ,the other was killed in osasogie yesterday.

Guylene Roy of Ottawa, Ontario, has been arrested and charged under the animal cruelty act.

She is accused of permitting distress to the animal by allowing it to become overweight, thereby failing to provide acceptable standard of care for the cat.

Operatives of the Special Anti Robbery Squad, SARS, Ikeja have arrested three fleeing members of a syndicate who allegedly specialized in selling live humans and decomposing human parts for money rituals.

Their arrest came barely three weeks after some of their members were paraded at the Lagos State Police Command, where they confessed to have sold live human beings for N40,000, hands—N4,000 and head—N8,000.
